You can export your WordPress.com site content by going to Tools > Export. This will create an .xml file.
In your self hosted version of WordPress, you can import your content via Tools > Import. Select the .xml file, upload, and follow the on screen instructions.
it is importing only content but not the theme and design.

Correct… the export/import is only for content. You will need to re-upload and activate the Blocco theme on your new site.

Plan B, can you please provide me with the complete MX and/or other DNS records I will need to enter on WordPress.com’s end, so that my email on domain buro45.com with blue host will continue to function after my name servers have been updated with?

To upload Blocco to a self hosted version of WordPress, you would first need a self hosted version of the theme. You can get the self hosted version of the theme by becoming a member on Press75.com.
For Plan B, in order to use your own domain with WP.com, you’ll need to purchase the Custom Domains upgrade. Any questions or comments about that upgrade or functionality will be better asked via the General support forums as this is not related to the theme.
