Rearranging order of blog posts? And is Headlines support forum defunct?

Is there some sort of on-line tutorial for Headlines theme? Really don’t want to have to post a question for every little thing on this forum (which seems to be extinct anyway since the last post was 3 months ago and the ones before that a year ago.)
So, here’s my question. How do I move a blog up so that it’s the first one people see (below the slider). I seem to remember doing this one before but it’s been a long time since I tweaked this portfolio. There should be a way to do this
