Installing Localendar plug-in

MemberThe instructions on the installation page on wordpress.org saying the following:
(SOURCE: http://wordpress.org/extend/plugins/localendar-for-wordpress/installation/ )
“Upload the plugin zip through the WordPress Dashboard (alternatively, upload the entire localendar folder to the /wp-content/plugins/ directory)”.
Where EXACTLY is this on the dashboard? I saw no menu option.
The blog I need help with is: (visible only to logged in users)
I may have found the core problem – there is no plug in option for me in my dashboard. Where do I go to add that back in to the menu?

Unfortunately, WordPress.com does not support plugins. Be sure to read about the difference between WordPress.com and WordPress.org.
If you need to use plugins on your site, it may interest you to purchase a self-hosted WordPress.org version of Shelf directly from us.

What if I already spent that amount on the theme from wordpress.com? Am I supposed to pay the full cost for the theme again? Thanks for your quick response btw.

If your WordPress.com theme was purchased in the last 30 days, you can navigate to Store → My Upgrades and click Cancel to process a refund.

Unfortunately no, since I bought it 35 days ago. I just can’t justify buying the same product twice.

Is there any way to go about purchasing the theme again for wordpress.org but keep the domain name I bought through wordpress.com?? That’s the only way I’d be able to continue with this theme considering how little I’m able to add dynamic content.
