I’m trying to add a hreflang code below where the header would be…

Where should I put it so it gets indexed by Google?

Hi there – there’s no way to add this to the site. It needs to go in the head of the site and that’s not something you can do on wordpress.com
Note however that adding hreflang is not needed unless you have multiple versions of the site in different languages on the same domain. The hreflang is to show what language the current page is in – but if all the pages on the domain are the same language then it’s not needed.
If you’re trying to get Google to recognise that this is a canadian business then I’d add the contact info widget and add your address to that. This will be the clearest indicator for them. There’s info on the contact info widget here: https://en.support.wordpress.com/widgets/contact-info/
