How to create a categories page

On this template on the home page when you hover over categories it gives you options of the different categories. How do i get this? I tried creating a page and naming it categories but nothing comes up. its just a blank page

If you are meaning about having different sections in your homepage with some categories and posts, you can follow this instructions: “Creating a Static Front Page” on https://wordpress.com/theme/christopher/setup
If you want to have a menu with a drop-down with the categories you have in your site, then you have to set a custom menu, and add your category links as Category items: https://en.support.wordpress.com/menus/
