HI there I have read your responses to the following post

And understand that it is currently not possible to change the header a tag.
Are you any further forward in considering allowing this?
If not would it be possible for you to customise my site to allow this and how much would it cost?
For the customisation would it be preferable to move to .org?

It is still not possible to change where the header image links to, nor do we have any plans on changing that.
Customizations are simply not possible on WordPress.com. You would need to be on WordPress.org for that.
