Comments/Discussion option is not appearing

  Hello
  When i preview my post, the comments/discussion box is there, yet when I publish it is not. I have looked through other comments and have selected all the correct boxes.

  If I view your post, the comment box is visible at the bottom where it says Leave a Reply:
