can't set featured photo on blog page

my homepage has my latest blog posts, it is not static. i am trying to add a photo at the top like the billie holliday photo on the example. i can’t add this photo unless it is static? or something? apologies if this is a dumb question.

Unfortunately, this is a limitation of WordPress and how it works. That said, you can try unsetting the page from being the posts page. I think this should then allow you to set a featured image. After that, you can then set the homepage back to the Posts Page and see if that does what you are looking for.
