Regarding the same site, https://russellericnewton.com, I want to add menu items of Post Type Archive that will link to a page that shows only posts of a given type. I have added a menu item for “Noteworthy & Recommended” that pulls all posts with a category of “Noteworthy Works”, but I would like more specificity.
I would like to create a menu item and page similar to the Portfolio or Testimonials areas of my current site where certain posts will show there and nowhere else. Is this something you can answer or is it a general WordPress support issue?

This time, however, I’m not sure I understand the problem.
I see your Noteworthy & Recommended page, but I’m not clear on how you want to do it differently?
Really on WordPress.com you only have 2 options for categorising content. Categories, and Tags.
If you’re wanting to have a totally separate post type (like portfolio & testimonials) then the only way to do that on wordpress.com is to upgrade to the business account and then install a plugin that lets you create custom post types. (something like this: https://wordpress.org/plugins/custom-post-type-ui/)
